Case by case, not a policy reset

The White House said on Tuesday that US policy toward Cuba has not changed, even after officials allowed a sanctioned Russian tanker to deliver fuel to the island on humanitarian grounds.

According to the administration, decisions like this will be handled individually rather than treated as a broader change in direction. Officials also said that vessels found to be violating US sanctions could still be seized.

The statement comes as Cuba endures months of fuel shortages under the US blockade, with the island still dealing with repeated strain on its energy supply. In other words, the rules are unchanged, except for the exceptions, which apparently require their own press guidance.
